You need a photo hosting service as Blogger doesn't let you post photos for free anymore, as far as I know...I think they do work with Picasa, though. You can get a free download off the Blogger Dashboard (when you sign in.)
I use Fotopic and have no real complaints. Picasa might be easier, though, since it is probably integrated w/ Blogspot. Then all you will have to do is click the "post photo" icon (on your Post screen, the one that looks like a picture), most likely.
